She can’t BELIEVE the city hasn’t POSTED A NOTICE on the door yet

I knocked on this door to see if I could help clean up this lawn for the homeowner but got no answer. Luckily, the neighbor was mowing her lawn across the street so I flagged her down to ask her what was going on. She told me that nobody has lived here since she moved in 4 years ago. She saw the owner about a year ago but the lawn is always out of control. So, I thought I would get it edged up, mowed down and cleaned up to look better for the neighborhood.
